Our focus is equipping boroughs to make sure London's highways and pavements are safe and easy to move around.

Our work in this area encompasses tackling highways obstructions, introducing new powers to tackle builders' skips in London, and tackling damage to pavements caused during building works. 

Highways obstructions

Advertising boards placed on pavements can be a real nuisance, especially for people who are blind or partially sighted, or have limited mobility. Such obstructions of the highways are usually illegal. We have produced a Members Briefing with London TravelWatch showcasing some of the work boroughs are taking on this issue (member login required, officer can request the briefing from Jennifer Sibley). Transport for London is also working to clear its pavements. 

New powers to tackle builders' skips

London Councils has set the penalty levels for builders' skips contraventions under the London Local Authorities and Transport for London Act 2013. More information can be found on our builders' skips pages

Damage to pavements

We know that London boroughs are looking for best practice on how to tackle damage to pavements and the highway (road) more effectively. Damage is typically caused by loading or unloading to/from the pavements, driving HGVs over the pavements, or when transporting materials across pavements. London Councils is drawing together best practice for a publication. Boroughs that can share best practice are asked to contact Jennifer Sibley
