Who is running the consultation?

London Councils represents London’s 32 borough councils and the City of London. It is a cross-party organisation that works on behalf of all of its member authorities regardless of political persuasion.

Under the London Local Authorities Act 2004, the London Councils Transport and Environment Committee is required to be involved in the penalty-setting process for byelaws. It acts as the "joint committee". It is the Transport and Environment Committee that is carrying out this consultation. The results of the consultation will be reported to the Transport and Environment Committee on 12 October 2017 for them to make a decision on whether these boroughs can introduce fixed penalty notices.
